Can't really give you a celebrity-type visual, because anyone on TV or in the movies who naturally has "mousy" hair is going to at least have warm-toned highlights in it.
As you might already be gathering from the comments, it's not really a precise color. More an implication that the person being described is, well, nondescript. It's sort of the brown equivalent of "dishwater blond," which is also not precise/specific.
