I didn't find the first one scary at all. The second was a bit scarier. It did look like they were going with a Nazgul look in the teaser trailer, but I think this will be much better.

After watching the PoA trailer I thought they were going to be too much like the Nazgul as well. I'm glad you actually get to see faces (horrid as they may be) for the Dementors. I wonder if they'll be adding any sound to them, or if they'll remain as silent, flowing characters? To me, the Nazgul weren't all that scary...until they screamed. Scares the crap out of me...

Weird, I really thought the opposite. And seeing their faces is not really according to the book, so I'm not sure how I feel about that. I kinda like the "no one has ever seen their faces unless they get the kiss of death" thing.

Did they make noises in the book? I can't remember. Ooo, a rattling breath I think.

I think you're right - the only sound they made (that I can remember, anyhow) was the rattling breath.
